Web Pages can be broadly categorised into two styles - Static and Dynamic Pages. To the end user the difference is not always obvious, but the technologies used to create either style are quite different.

Static Web Pages are ones that are prepared by the Web Page's Author and then uploaded to the Web Server (which is what the end users sees). Once uploaded these files never change, unless they are manually updated.

Dynamic Web Pages are created 'on the fly' using various different means - all requiring more advanced Design Skills and access to technologies such as php/MySql, ASP/ASP.Net, XML, Flash. Pages built in this manner are more flexible than Static Pages as they can gather data from External Sources and build a page that displays only relevant information - an obvious example being a search engine.

Irrespective of the Page Style the 'look and feel' of the site can be defined on a 'page by page' basis - although this is certainly not the preferred option - or by taking advantaged of a technique known as Cascading Style Sheets (CSS). This process defines the styles to apply in a small text file that can then be referenced by all pages on the web site. When a change is required to the 'look and feel' then a simple edit of the CSS will apply the changes globally.
